About the Dialogue
As Tanzania approaches the 2025 General Elections, the digital space is rapidly influencing how youth engage with politics, integrity, and civic responsibility. In an era where misinformation, digital manipulation, and polarized narratives threaten democratic values, young people must be at the forefront of defending truth, transparency, and civic trust.This National Youth Dialogue brings together 50 passionate youth from Tanzania and beyond including students, journalists, civil society advocates, and digital rights defenders to explore how digital tools can both challenge and empower democratic engagement.Organized by Kijana Initiative Organization (KIO) in partnership with Restless Development, Apex Development Foundation, and Global Peace Foundation, and inspired by the UNODC Youth Dialogue model, the event contributes to Paragraph 35(e) of the Global Digital Compact, calling for local action on digital misinformation and civic resilience.

Objectives:
Explore Youth Empowerment:
Examine how education, mentorship, and leadership training can prepare youth for civic life and public service especially in a digital-first world.
Address Barriers:
Tackle systemic challenges such as digital illiteracy, unequal access to technology, and social exclusion.
Partnerships for Youth and Democratic Integrity:
During periods of political uncertainty, inclusive partnerships that engage youth, civil society, media, and the private sector are vital to uphold integrity and democratic values. In the digital era, youth-driven civic engagement aligned with the UNODC Model can help build trust, counter disinformation, and strengthen peaceful participation in democratic processes.

Ensure civic opportunities are ethical, inclusive, and accessible particularly for marginalized and underserved youth.
Inspire Action:
Share replicable youth-led success stories and solutions that ignite local action, leadership, and integrity.

Mr. Billy Batware is a Programme Officer at the United Nations Office on Drugs and Crime (UNODC), responsible for the Civil Society Unit’s work on transnational organized crime and drug policy. Before joining UNODC, Billy founded and managed several civil society initiatives, among them the United for Education and Sustainable Futures, the Regional Academy on the United Nations, and the International Security and Conflict Analysis Network. He is also a visiting lecturer of international conflicts and development, a certified trainer in international security, and a certified leadership and systemic coach. In his spare time, Billy works to educate and empower young people.

Mandy Sanghera OBE
Global Campaigner & Philanthropist
As an international human rights activist, motivational speaker, and TEDx presenter from the UK, Mandy has traveled extensively, empowering and inspiring individuals around the world.Through her research and campaigning initiatives, she has led several projects in collaboration with prominent charities that address cultural barriers, stereotypes, misconceptions, safeguarding, abuse, mentoring, and rights, solidifying her role as a global changemaker.Additionally, Mandy has been instrumental in supporting victims of human trafficking and has cooperated with the UK government on complex modern slavery cases.She has taken a lead role in matters concerning vulnerable adults and forced marriages, contributing to the development of guidelines on disability and honor-based violence for the Forced Marriages Unit. Inspired by the outcomes of the 1995 Beijing Conference,Mandy has been active in gender mainstreaming and has worked tirelessly to end violence against women and children worldwide, promoting cross-regional collaborative efforts. She provides guidance to government officials, local authorities, and service providers on issues related to disability equality, participation, inclusion, and rights, including harmful practices and gender equality.Advocating for human rights and gender equality, Mandy collaborates with grassroots projects aimed at helping women and girls maximize their potential, achieve their aspirations, and secure an equal voice within their communities. the next generation to engage with AI.

Alembe Joseph,
Digital Transformation Expert
Alembe serves as secretary for Tanzania Youth IGF under Internet Society Tanzania and as facilitator for Pan-Africa Youth Ambassador for Internet Governance (PAYAIG).He is an experienced personnel and forward-thinking digital transformation with a proven track record of helping youth in Africa harness technology to drive innovation and meaningful use of the internet. With a deep understanding of emerging technology, change management, digital strategy, and policy analysis, Alembe is passionate about bridging the gap between business goals and digital solutions.Over the years, Alembe has led and supported numerous digital inclusive initiatives that support marginalized
youth across sectors such as finance, business transformation, governance, and health. His expertise includes digital strategy development, data-driven decision-making, and cyber diplomacy.He had strongly advocated for digital inclusion and capacity building for youth and women by conducting training sessions and developing resources that empower youth initiatives to adopt and thrive in the digital age. He believes in sustainable transformation that goes beyond technology; rather, it focuses on people, culture, and continuous learning.

Mr. Karim Solyambingu
Lawyer and youth empowerment advocate
is a dynamic young leader, lawyer, and advocate for youth empowerment. He serves as the Chairperson of RemindMe Youth Initiative, a youth-led non-governmental organization committed to reshaping and upgrading moral standards among young people by raising awareness and providing constant reminders in the fight against substance use and climate change.With a Bachelor of Laws (LL.B Hons) and ongoing research in the Master of Arts in Governance and Leadership (MAGL), Mr. Solyambingu combines legal expertise with strong leadership insights. His passion for governance, leadership, and social transformation has positioned him as an inspiring speaker who engages audiences on issues of youth development, moral responsibility, and ethical leadership.Driven by a vision of building a generation that values integrity and positive change, he continues to use his voice and platform to motivate, educate, and influence young people toward a brighter and responsible future.

Imani Luvanga
Journalist and champion for Digital Rights
is a multi-award-winning journalist, digital content creator, and media leader with over five years of experience in broadcasting, digital advocacy, and youth empowerment. Currently the Programs Manager at Crown TV and a Multimedia Journalist at Crown Media Tanzania, Imani leads innovative content strategies that engage diverse audiences nationwide.At 25, Imani made history as the youngest Station Manager at Kings FM Radio, driving the station’s transformation into a leading voice in Tanzania’s Southern Highlands. They are also the Co-founder of Mwanga Hub, a youth-led NGO promoting digital rights and inclusion, and the Founder and Host of Dig It with Imani: The Podcast, which explores digital rights, online gender-based violence, and accessibility.A certified digital rights trainer with DW Akademie, Imani mentors journalists on covering online harms and advocates through global partnerships including the Thomson Reuters Foundation. In 2025, they spoke at #FIFAfrica25 in Namibia, championing youth engagement in digital health and human rights.Imani’s work continues to earn national and international acclaim, including honors at the Excellence in Journalism Awards and recognition as a Journalist Champion for combating online gender-based violence. Peter is a dedicated advocate for peace through community development, with a strong focus on empowering youth and women. He is deeply committed to fostering harmony in society by raising awareness, promoting mutual respect, and championing the rights of young people and women who are the victims of gender-based violence (GBV).With nearly a decade of experience in project management, Peter brings a versatile and valuable skill set to his work. He has organized peacebuilding dialogues with key influential stakeholders, including senior religious leaders, politicians from Tanzania political parties and university academics,in the eastern zone (Dar es Salaam).He has successfully strengthened partnerships among more than ten civil society organizations (CSOs) in the southern regions of Mtwara, Lindi, and Ruvuma by establishing a collaborative platform for diverse community initiatives.
Through these efforts, Peter has played a pivotal role in enhancing partnerships and advancing sustainable peacebuilding within communities across Tanzania.

Vick Vigero is a Project Officer at Restless Development Tanzania, with extensive experience working with young people across diverse settings. A strong advocate for gender equality and meaningful youth engagement, she brings a digital-first approach to her work. Vick is recognized as a gender champion and is passionate about empowering youth to lead change in their communities.Over the years, she has grown as a youth empowerment advocate, and through Restless Development, she supports youth in projects focused on leadership development, sexual and reproductive health rights (SRHR), and civic participation.She is also technology-savvy and deeply committed to girls and women empowerment.

Alimia Libela
KIO Ambassador and Law Student
Alimia Libela is a final-year Bachelor of Laws (LL.B.) student at Jordan University College (JUCo), Tanzania, with a strong focus on human rights, international law, public policy, and sustainable development. He has served as President of the JUCo Students’ Organization and held various student leadership roles, contributing to curriculum development and community legal aid.Alimia has led youth-centered initiatives on sustainable development and child protection, notably organizing the 2024 Youth Summit on the SDGs in collaboration with Kijana Initiative Organization (KIO). He also serves as a KIO Ambassador.His international engagements include academic research with Cardinal Stefan Wyszyński University in Poland, where he has published on marriage law, freedom of conscience, and comparative legal systems. Rose Mmbaga

Rose Mmbaga is a Tanzanian advocate for youth and women’s empowerment, climate justice, and inclusive governance. She is the Founder and CEO of the Kijana Initiative Organization (KIO), a youth-led nonprofit advancing digital literacy, civic engagement, gender equality, and climate preparedness.
With over 12 years of experience in youth development, Rose has led transformative initiatives focused on leadership training, mindset change, and youth mobilization. Her work has empowered thousands of young people across schools and universities in Tanzania and beyond to champion ethical leadership, volunteerism, social inclusion, and sustainable development.
Rose’s impactful work has earned her national recognition, including being named among the 50 Most Influential Young Tanzanians and being inducted into the Women in Events Hall of Fame.
She has represented Tanzanian youth on prominent global platforms, including the Global Landscapes Forum (GLF) in Bonn and Nairobi (UNEP),addressed the United Nations HQ and the Science Summit during UNGA80, where she has consistently advocated for youth-led climate action and inclusive governance. She strongly emphasizes the need to place youth at the center of multi-sector collaboration to drive sustainable development, social transformation, and resilience.
She envisions a training center to equip marginalized youth and women with skills and mentorship, reducing vulnerability and promoting inclusion.

Abraham Mtongole
Skill development expert and Musician
is a seasoned development professional with over a decade of experience in youth employment, vocational education and training (TVET), and inclusive economic development across Tanzania and Zanzibar. As Project Manager at HELVETAS Swiss Inter cooperation, he leads the YES (Youth Employment through Skills Enhancement) project, driving strategic implementation and stakeholder engagement.He has held leadership roles with Plan International, VSO, and SolarAid, and worked with donors including Enabel, SDC, and FCDO. Abraham has co-authored influential resources such as the YES Soft Skills Manual and Results-Based Financing Guidelines, and has contributed to digital learning platforms like Tuji. Beyond development, Abraham is a passionate artist and award-winning filmmaker.His storytelling which explores the intersection of culture, community, and sustainability has earned international recognition, including an award at the International Tourism Film Festival Africa Awards.He has also collaborated musically with Tanzanian artists such as Afande Sele, Soggy Doggy, Chid Benz, and T Touch.
